Harpenden Neighbourhood Plan Referendum
On Thursday 7 February 2019, a Neighbourhood Plan Referendum was held in the Harpenden area. The question asked at the referendum was:
‘Do you want St Albans City and District Council to use the Neighbourhood Plan for Harpenden to help it decide planning applications in the neighbourhood area?’
Number of votes cast for YES – 4490 (89.39%)
Number of votes cast for NO – 533 (10.61%)

Emsrayne’s Lea Bank Energy Park (LBEP) – formerly known as Chiltern Green Energy Park (CGEP)
We know of a proposal by a Bedfordshire-based developer, Emsrayne Ltd, to submit a major planning application for a large incinerator plant on green belt land owned by the Luton Hoo estate and situated on the Lower Harpenden Road at East Hyde. Kinsbourne Green and north Harpenden lie within a 1.5 – 2 mile radius of the site with central/southern Harpenden being largely in the 2 – 4 miles radius. The planning application is expected to be submitted shortly and will be under the jurisdiction of Central Bedfordshire Council.
Harpenden Rural Parish Council has registered its interest in the scheme and will be seeking engagement in the planning process. In the meantime, all Harpenden residents are encouraged to find out more about the proposal; shown here are the websites for both the developer and a campaign group.
